The Mission

Government procurement is the world's largest and most systematically ignored economic signal. Every day, governments across 140 countries publish billions of dollars in contract awards — construction, technology, healthcare, infrastructure, defence. These decisions move supply chains, reshape revenue forecasts, and signal policy direction months before it reaches market consensus.

Most of this data is technically public. All of it is published by official government sources. Almost none of it is structured, normalised, and delivered in a form that institutional investors can actually use.

Valan exists to fix that.

We collect directly from official government portals in 140 countries, normalise across 80+ source schemas, and deliver a single structured dataset — updated daily — that makes the world's procurement activity visible, queryable, and investable.

The Dataset

The Valan dataset currently holds over 100 million contract award records spanning fiscal years 2010 to present. It sits in a 181 GB analytical database updated daily from 80+ primary government sources.

Coverage spans the full procurement lifecycle: contract awards (who won, how much, what category, which agency), live tenders (active solicitations and open bids — the forward pipeline before awards are made), and bilateral trade flows (2.18 million HS-code records cross-referenced against procurement to surface supply chain signals).

Major source markets include the United States federal government (USASpending.gov, SAM.gov), the European Union (TED/OJEU), United Kingdom (Contracts Finder, Find a Tender), Brazil (PNCP), Mexico (Compranet), and procurement portals across MENA, Asia Pacific, Central & Eastern Europe, and Latin America.

The dataset is delivered to institutional clients in structured parquet format via S3, Snowflake, or by arrangement. Refresh is daily at T+0 from government publication — not T+days when a third-party aggregator catches up.

Why Procurement

Government contracts are economic intelligence. When the US Department of Defense awards a multi-year IT modernisation contract, the winner's revenue pipeline just changed — weeks before it appears in guidance. When a European government issues a tender for energy grid infrastructure, it signals capital allocation that will flow through the supply chain for years.

Procurement data has three properties that make it unusual in the alternative data landscape: it is primary source (published directly by the entity that made the decision), structured (governments are required to publish in standardised formats), and leading (tenders precede awards by months; awards precede deliveries; deliveries precede revenue recognition).

The challenge has always been scale and normalisation. A US federal contract award, a Brazilian PNCP tender, and a Czech public procurement record share no common schema, language, or currency format. Building the infrastructure to collect, parse, and normalise them into a single queryable dataset at this scale is the work that took years and that others have not done.
